Tax Credits for Hiring Employees: WOTC, Empowerment Zone Credit, and Employer-Based Incentives
Hiring credits are among the most underutilized tax benefits for small businesses. The Work Opportunity Tax Credit under IRC 51 alone is worth $2,400-$9,600 per qualifying hire, and many businesses unknowingly hire employees from targeted groups (veterans, SNAP recipients, long-term unemployment recipients) without claiming the credit because they fail to file the certification paperwork within the 28-day window. For a restaurant with 30% annual turnover hiring 15 new employees per year, 4-6 may qualify for WOTC, producing $9,600-$14,400 in annual credits. For a staffing company or logistics firm with high-volume hiring, the credits can reach six figures annually. The credits are dollar-for-dollar reductions in tax liability (not deductions), making them far more valuable per dollar than a deduction. A $2,400 credit saves $2,400 in tax, while a $2,400 deduction saves only $888 at the 37% bracket. The key to capturing these credits is building the certification process into the hiring workflow so that Form 8850 is completed and submitted before or on the employee’s start date, and the state workforce agency processes the certification before the tax return is filed.

How do hiring credits work and who qualifies?
How does the small business health care tax credit work?
The small business health care tax credit under IRC 45R provides up to 50% of employer-paid premiums (35% for tax-exempt employers) for businesses that cover at least 50% of employee-only premium costs. To qualify, you must have fewer than 25 full-time equivalent employees with average annual wages below $58,000 (2025, indexed), and you must purchase coverage through the SHOP marketplace. The credit is calculated on a sliding scale, with the maximum credit available only to employers with 10 or fewer FTEs and average wages of $29,000 or less. You can claim this credit for only two consecutive tax years, so timing the credit to coincide with your highest premium costs maximizes its value. The credit is claimed on Form 8941 and reduces your tax liability directly.
